Neighborhood Improvement Program

The Neighborhood Improvement Program (NIP) provides qualified homeowners with up to $24,500 towards repairs to their homes.  Repairs will be based on code violations, lead reduction and health and safety hazards.  Homeowners must have owned and occupied their homes for a minimum of 5 years and remain in their homes for an additional 5 years in order for the NIP funds to be forgiven.  Homeowners can do mechanical work such as; furnace, water heater and plumbing, but the work will be paid for using a Deferred Payment Loan (DPL).  This loan doesn’t have to be repaid unless the homeowner moves or sells the house. Homeowners with other properties are not eligible. Household income must be 60%, or less, County Median Income (CMI).  

NIP Supplemental Program

The NIP Supplemental Program provides homeowners with $500 to $3,000 towards home repairs. Repairs will be based on code violations, lead reduction and health and safety hazards.  Homeowners must have lived in their homes a minimum of 90 days. NIP Supplemental Program is considered a rebate program, which means that homeowners will be required to pay the cost of eligible and approved repairs and be reimbursed after completion.   Household income can be up to 80% CMI.  Homeowners will be required to match the funds provided based on the program match requirements.
Matching requirements:
50% or less CMI – No matching homeowner funds required
51%-60% CMI - Requires 25% in matching homeowner funds
61%-80% CMI - Requires 35% in matching homeowner funds.
Both programs require a screening questionnaire to be completed prior to the start of any projects.
